About Kampala Capital City Authority(KCCA)
Kampala Capital City Authority is a corporate body with perpetual succession and may sue and be sued in its corporate name and do, enjoy or suffer anything that may be done, enjoyed or suffered by a body corporate.
The Authority is the governing body of the Capital City and administers Capital City on behalf of the central government subject to this Act.
Any enactment that applies to a district shall, subject to this Act and with the necessary modifications, apply to the Authority
We are also the institution charged with the responsibility of issuing Trade Licenses to any registered business that would like to operate in Kampala City.
Administrative divisions:
Kampala is divided into five 5 divisions (Central, Kawempe, Makindye, Nakawa & Rubaga), each headed by a popularly elected Mayor. Those divisions are preserved under the new KCCA Law. The table below gives the names of the relevant officials and their areas of responsibility.

Core Function of the effice of the Executive Director
The core function of the office of the Executive Director as per KCCA Act 2011 include the following:
- To provide leadership to the Authority
- To account for the authority’s business and resources
- To Manage public funds of the Authority
- Coordinate the implementation of National and council policies, laws, regulations, byelaws programmes and projects
- Prepare and present the Authority annual budget
- Provide technical advisory service to the Mayor and the Authority on the Government policy and management of the Authority
- Review and monitor and oversee the delivery of quality services to the population within Kampala
- Plan and monitor the physical planning and development control in the urban councils
- Monitor and coordinate the activities of the directories and the lower authority
- Act as the chief custodian of the Authority’s assets and information
- Promote trade and order in the city
- Mobilize the community for development and sustainability
- Take responsibility for the enforcement of ordinances and bylaws made by the authority and its lower councils.
