The idea of ​​creating a private university in the Bas-Congo proceeds from an awareness that was felt among many intellectuals in this province for several years without much beyond the stage of simple cogitations. It took until 1984 for this idea begins to take shape. That year in fact, the project objectives were clearly defined by a group of professors, originating in Bas-Congo, met to discuss it. The first major meeting was then convened on January 16, 1985. Unfortunately, the following year, in 1986, the State reserved the monopoly of the organization of higher and university education. The project of the University Kongo was therefore discarded. It was only revived in 1989; but this time with force and speed. It was announced to the public September 30, 1989, in the dining promotions Protestant Faculties of Kinshasa. The constituent assembly was held on 22 July 1990.
