The CECM was created in 1995 and approved by ministerial ordinance n ° 550/313/1995 of September 4, 1995 In 1999 CECM merged its activities with those of APEF (Association for the Economic Promotion of Women) which gave birth to it to deal with development problems in general and those of women in particular. It was approved as Caisse Coopérative d'Epargne et de Crédit Mutuel by the Bank of the Republic of Burundi (BRB) by letter n ° 615 of December 29, 2006 in accordance with decree law n ° 100/203 of July 22, 2006 relating to regulations microfinance activities in Burundi. With the new regulations, microfinance institutions with mutualist principles appear in the 3rd category. CECM was approved as such by letter n ° D1 / 1092/2019 of 11 June 2019 from the Central Bank.
