About National Regulator for Compulsory Specifications (NRCS)

The National Regulator for Compulsory Specifications ( NRCS) was established on 1 September 2008, in accordance with the provisions of the National Regulator for Compulsory Specifications Act, (Act no.5 of 2008) (NRCS Act). It emerged as an independent organisation from the original Regulatory Division of the South African Bureau of Standards and falls within the area of responsibility of the Department of Trade and Industry (the dti). 

The NRCS’s mandate includes promoting public health and safety, environmental protection and ensuring fair trade. This mandate is achieved through the development and administration of technical regulations and compulsory specifications as well as through market surveillance to ensure compliance with the requirements of the compulsory specifications and technical regulations. NRCS stakeholders include the South African Government, industry and the citizens. 

Overview

The NRCS is an entity of the department of Trade and Industry established to administer compulsory specifications and other technical regulations with the view to protect human health, safety, the environment and ensure fair trade in accordance with government policies and guidelines.

Legislative Frameworks

The legislative framework under which the NRCS performs its tasks on behalf of the dti are as follows:

•          The national Regulator for Compulsory Specifications Act (act no. 5 of 2008)

•          Legal Metrology Act (Act no. 9 of 2014)

•          National Building Regulations and Building Standards Act (Act no. 103 of 1977)

The strategic objectives of the NRCS are as follows:

•          To develop, maintain and administer compulsory specifications and technical regulations

•          To maximise compliance with all specifications and technical regulations

•          To inform and educate our stakeholders about the NRCS

•          To ensure an optimally capacitated institution
