About South African Social Security Agency (SASSA)

The South African Social Security Agency (SASSA) is a national agency of the government created in April 2005 in order to distribute social grants on behalf of the Department of Social Development. The DSD has an oversight role over the Agency but no operational control over it. It was also designed to reallocate the function of social security from South Africa's provinces to the national sphere of government and reports to the Department of Social Development (DSD).  SASSA is a public entity in terms of Schedule 3A of the Public Finance Management Act.

The key functions of the parastatal are related to the administration and payment of social grants: the processing of applications, verification and approval of applications, disbursement and payment of grants to eligible beneficiaries, quality assurance, and fraud prevention and detection.

Mandate

The mandate of the Agency is to ensure the provision of comprehensive social security services against vulnerability and poverty within the constitutional and legislative framework.

Legislative Mandate for SASSA

Social Assistance Act, 2004

The Act provides a national legislative framework for the provision of different types of social grants, social relief of distress, the delivery of social assistance grants by a national Agency and the establishment of an Inspectorate for Social Security.

South African Social Security Agency Act, 2004

The Act provides for the establishment of the South African Social Security Agency as a schedule 3A public entity in terms of the PFMA. The principle aim of the Act is to make provision for the effective management, administration and payment of social assistance and service through the establishment of the South African Social Security Agency. The President signed the Act on the 28th May 2004.
